No. The scope of the Jobs and Skills Exchange (JSE) Recruitment Policy (JSE Policy) is set out in clause 12:
“The recruitment processes and advertising requirements outlined in this policy apply to employers that employ people under Part 3 of the Public Administration Act 2004 (Vic) (PAA), and to the employees employed under that Part. The policy includes, but is not limited to:
- VPS departments
- Administrative Offices
- Victoria Police (unsworn officers)
- the Victorian Public Sector Commission (VPSC).that it applies to employers who employ people under Part 3 of the Public Administration Act”
Police Officers are not employed under the PAA, but rather under the Victoria Police Act (Vic) 2013, which means that they are not within the scope of the JSE Policy and cannot apply for jobs on the JSE jobs board.
Occasionally, the JSE will authorise JSE access for Police Officers who are working in HR-related areas to support unsworn Victoria Police employees, but they are not eligible to apply for roles on the jobs board.
The public-facing jobs board to apply for Victorian Public Service (VPS) and Victorian Public entity (the difference between VPS and public entities is explained here) roles is careers.vic.gov.au. A limited number of VPS roles that have been approved for external advertising, or VPS roles that have not been filled on the JSE will often appear on careers.vic. Anyone can apply for jobs advertised on that site.
