Yes. The hiring manager will screen the external applicants (including those from careers.vic) in a good faith attempt to identify JSE-eligible applicants. The JSE-eligible applicant can also notify the hiring manager that they are JSE-eligible.
However, there is a risk that a hiring manager may not identify a JSE-eligible applicant who has applied on careers.vic. Even if an applicant advises the hiring manager that they have applied on an external jobs board and they are JSE-eligible, the hiring manager has the discretion to determine if it is reasonably practicable to include them as a JSE-eligible applicant. This will largely depend on at what point of the recruitment process the hiring manager became aware of the applicant and whether it is reasonably practical to include them as a JSE candidate.
