Yes. JSE-eligible applicants must (where reasonably practicable) be considered and assessed using the Robust Assessment Guidelines (v3.0) before considering external applicants. See clause 25 of the Jobs and Skills Exchange Recruitment Policy (v10.0).
The Guidance Note for Recruitment and Hiring Managers will assist you to identify any JSE-eligible applicants who may have applied on an external jobs board and include them for priority consideration.
