Where reasonably practicable, yes.
Victorian Public Service (VPS) employees (and other JSE-eligible applicants) who apply through careers.vic or any other external jobs board must (where reasonably practicable), be considered and assessed using the RA Guidelines prior to consideration of external applicants. External applications should be screened to identify any JSE-eligible applications, which should be verified and moved to the JSE applicant group.

If a JSE-eligible candidate notifies a hiring manager that they applied on an external jobs board, they should, where reasonably practicable, be included as a JSE-eligible applicant and receive priority consideration. The hiring manager has discretion to include them as a JSE applicant, and will consider all of the relevant circumstances.
