If a role is advertised on the JSE in parallel with external job boards, then you can consider and assess JSE and external applicants concurrently, however:
- You must still assess any JSE applicants in accordance with the Robust Assessment Guidelines.
It is all one recruitment process and the separation of the two sets of candidates is a process only, not policy. The Hiring Manager doesn't have to write a selection report at the end of the JSE stage, but they do need to be able to justify their decision as to why or why not a JSE applicant is suitable/not suitable. A single selection report is required at the end of the recruitment process only.
VPS employment processes must be consistent with the public sector employment principles and any mandatory standards issued by the VPSC.
Please note that under the Robust Assessment Guidelines, in addition to the merit based ‘70% rule,’ you may have obligations to give priority consideration to JSE candidates who disclose their redeployee surplus status (refer JSE policy section 2.3 point 18). This is consistent with Schedule A of the Victorian Public Service Enterprise Agreement 2024, the Redeployment Common Policy, and the Public Sector Industrial Relations Policies 2015
